The real story is a policy reversal

The more interesting fact is what it overturns. The asymmetry inside Samsung

The deployment is not actually company-wide. The Device eXperience division — phones, TVs, appliances — gets global access. The far more lucrative Device Solutions semiconductor division, where the 2023 leaks happened, remains under tight restrictions, and Hankyoreh reports chip engineers are frustrated at being denied tools their consumer-products peers now use freely ². The metric employees are actually watching

Korean-language coverage surfaces a detail absent from OpenAI’s post: DX is rolling out an “AI-based Full-Time Equivalent” indicator that calculates how many workers’ labor a single AI-augmented employee can replace ³. Hankyoreh quotes staff who read it as quantitative scaffolding for restructuring rather than a creativity metric. The National Samsung Electronics Union has folded AI-driven profit growth directly into its bargaining demands, asking for a share of the gains ⁴.

Neither thread appears in the “5 million weekly users” framing.

Channel capture, not just seat count

The commercial structure matters. Security footnote

The features TechCrunch buried

TechCrunch’s iOS 27 roundup foregrounds Live Translation, Wallet bill-splitting, and a smarter Siri. The features that actually work end-to-end on day one are in the accessibility stack, and they didn’t make the headline.

Personal Voice — the feature that clones your voice for users losing speech — now needs 10 short sentences instead of 150 phrases to train ⁷. Vision Pro’s eye-tracking, via a partnership with Team Gleason, can drive compatible power wheelchairs. VoiceOver gains an Image Explorer for receipts and medical records ⁷. None of these depend on Apple Cash rails, US-only launches, or a Gemini handoff. They ship, they run, and they have real users waiting.

Contrast that with Live Translation, which a hands-on test found tolerable for English→Mandarin but “completely unusable” for Mandarin→English on non-trivial vocabulary, with an AirPods setup flow that requires manually downloading language packs ⁸. Bill-splitting in Wallet is US-only because it rides Apple Cash. The “practical” framing papers over a demoware-vs.-daily-use gap.

What “on-device” now means

Apple’s security blog now confirms Private Cloud Compute workloads execute on NVIDIA GPUs hosted on Google Cloud infrastructure, with attestation and de-identification preventing Google from reading the data ⁹. The cryptography may hold, but “Apple silicon in an Apple datacenter” is no longer the picture.

On the model side, AFM 3’s architecture is more honest than the marketing. The 20B “Core Advanced” tier uses sparse activation — only 1–4B parameters fire per prompt — but the full weights need 12GB of RAM, restricting it to M3-series Macs and the iPhone 17 Pro line ¹⁰. Everyone else gets the smaller tier. That hardware floor, not software gating, is why most of TechCrunch’s “coming to your iPhone” list won’t reach the installed base for years.

And Siri itself, according to John Koetsier, is functionally a “privacy-polished frontend” for Google’s models for any query that needs world knowledge — a characterization Apple disputes but the consumer coverage rarely engages with ¹¹.

Adoption headwind

The roadmap lands into a soft market. iOS 26 reached 79% adoption on compatible iPhones, 3 points behind iOS 18 at the same point in its cycle and the second-lowest June reading for a major release since 2015 ¹². The AI features Apple is pitching as the reason to upgrade haven’t shifted that needle.

The takeaway isn’t that iOS 27 is vaporware — it’s that the parts Apple is loudest about are the parts most constrained by hardware tiers, regional rails, and Google dependencies. The parts that actually deliver on the on-device, private-by-default promise are the ones aimed at users who can’t see the screen or hold the phone.
